Elon Musk Says Ukraine Violated Starlink Terms as Satellite Services Return to Normal

Elon Musk has accused Ukraine’s military of violating the terms of service of Starlink by allegedly using the satellite internet network for offensive drone operations, as connectivity through Starlink and its military-focused counterpart, Starshield, returned to normal operating speeds after more than a week of restrictions.

The development has drawn attention to Ukraine’s dependence on satellite communications during its war with Russia and the influence that private technology companies can have on military operations. Ukrainian President Volodymyr Zelenskyy announced on October 24, 2026, that both systems were functioning at the speeds required by the country’s military.

Musk subsequently acknowledged that SpaceX had restricted Starlink speeds, arguing that the company had closed a loophole that allegedly allowed the network to be used for prohibited offensive operations. Ukrainian officials, however, disputed his account of how the technology had been used.

Musk Explains Why SpaceX Restricted Starlink

Musk addressed the controversy in a social media post after Ukraine confirmed that satellite connectivity had been restored.

He said Starlink was a civilian commercial service and had never been intended to support offensive drone strikes. According to Musk, Ukraine’s military had violated the service’s terms by using the network for such operations, prompting SpaceX to close the loophole.

The restrictions had raised concerns among Ukrainian officials because the country relies heavily on satellite connectivity for communications, coordination and frontline logistics.

Musk also distinguished Starlink from Starshield, a separate system designed for government and military applications. He said decisions concerning Starshield were controlled by the US government, rather than being solely within SpaceX’s authority.

The precise chain of responsibility behind the restrictions had remained unclear, with public statements from Musk and US officials leaving questions about who authorised the changes.

Ukraine Confirms Restoration of Satellite Connectivity

Zelenskyy said on October 24 that Starlink and Starshield had returned to their pre-restriction operating speeds. He added that the restoration began overnight and that connectivity had reached the required level by Saturday morning.

Ukraine’s defence authorities said the improvement was important for maintaining communications, supporting frontline logistics and responding to Russian aerial attacks.

Before the restoration, restrictions reportedly limited operating speeds to approximately 160 kilometres per hour. Ukrainian officials said the restrictions had complicated some military activities and forced the cancellation of certain operations.

The disruption highlighted the extent to which satellite internet has become an important part of Ukraine’s wartime infrastructure since Russia launched its full-scale invasion in February 2022.

Ukrainian Officials Dispute Musk’s Allegations

Ukrainian officials challenged the suggestion that the military had used commercial Starlink connections for long-range attacks inside Russia.

Serhii Beskrestnov, a Ukrainian presidential adviser on military technology, argued that speed restrictions and operational limitations made such use of the commercial system physically impossible. He said the terminals operating in Ukraine were subject to restrictions that prevented the type of operations described by Musk.

Other Ukrainian figures also disputed the allegation, maintaining that the country’s military operations requiring satellite communications could not be explained in the way Musk had suggested.

The competing accounts have left unresolved questions about the technical limitations of the systems, how they were being used and which restrictions applied to different categories of military activity.

Satellite Technology Remains Central to the Conflict

Starlink has played a substantial role in maintaining communications in Ukraine, particularly in areas where conventional telecommunications infrastructure has been damaged or disrupted.

The dispute has also highlighted the complicated relationship between commercial technology providers and governments that depend on their services during conflicts.

Because satellite networks can support a range of civilian and military communications, decisions about access, speed and permitted uses can have consequences beyond the companies providing the technology.

The restoration of service has eased immediate concerns over connectivity, but disagreements surrounding the restrictions remain significant. Further clarification from SpaceX, Ukrainian authorities and the US government may be needed to establish how the limitations were imposed and what safeguards will govern access in the future.
